Nevada Specifies New Details for Encryption: What you Need to Know

Nevada Specifies New Details For Encryption: What you Need to Know

Webcast Description:

Nevada's Senate Bill No. 227 which came into effect on January 1, 2010, brings a surprising degree of specificity to defining encryption; encryption is the "protection of data in electronic or optimal form, in storage or in transit". Further, the law specifies two aspects of encryption: the technology used in a particular encryption product, and cryptographic keys and, it forbids the transfer of personal information or of a data storage device containing personal information, unless appropriate steps have been taken to encrypt that data, as defined by the legislation. The legislation also details security devices that must use encryption, including cell phones, computers, computer drives and magnetic tape.

Although the legislation contains elements that will be familiar to organizations already following a comprehensive security framework, compliance with PCI DSS, HIPAA, GBLA and FISMA does not necessarily equate to compliance with SB 227. In this 30 minute webinar you will learn why PGP Corporation's encryption solutions - Endpoint Protection, Email, File and Storage Protection - are designed to enable enterprises to easily and cost effectively comply with these kinds of regulations and requirements.

End-to-End Encryption in Card Payments: An Introduction

Vendors perceive merchants to be as likely to purchase E2EE solutions to offload PCI DDS requirements as they are to secure card data.
Boston, MA, May 5, 2010 – A new report from Aite Group provides insight into where end-to-end Encryption (E2EE) is going based on the perspectives of key decision-makers from core vendors of such solutions. Among other things, the report considers the revenue models being adopted by E2EE vendors and speculates on the long-term prospects for E2EE adoption, standardization of tokenization, and the likelihood of a shift to EMV chip card infrastructure in the United States.
Aite Group concludes that the most appropriate technological route to address current card fraud threats in the United States is E2EE, particularly given the entrenched nature of magnetic card infrastructure in the United States. While E2EE does not prevent the use of counterfeit or lost and stolen cards, it prevents criminals from accessing the raw materials for card crime: the card data itself. It also appeals to merchants, helping remove them from the scope of Payments Card Industry Data Security Standards (PCI DSS). In fact, vendors perceive merchants to be as likely to purchase E2EE solutions to offload PCI DDS requirements as they are to secure card data.

"Merchant choices will be highly subjective based on transaction fees, hardware requirements, and, not insignificantly, the degree to which an offering removes the merchant from PCI scope," says Nick Holland, senior analyst with Aite Group and author of this report. "While a focus on PCI scope reduction may be a fine way for E2EE vendors to gain merchant attention, it loses sight of the fundamental aspect of solutions - protecting consumer cardholder data. Vendors should be careful not to over-focus on this aspect of E2EE promotion; ultimately, the definition of what takes PCI out of scope is in the hands of the PCI Standards Council, and not in the hands of vendors."

The providers of E2EE are generally point-of-sale hardware vendors, payments processors, or security vendors that partner with E2EE experts to offer solutions. Among the providers mentioned in the report are Element, First Data Corporation, Heartland, Hypercom, Ingenico, MagTek, RSA, Semtek, VeriFone, and Voltage Security.

Visa Warns on Potentially Large Batch Settlement Fraud Scheme

Visa Debit logo

Visa has received intelligence from a third-party entity indicating that a criminal group has plans to execute a large batch settlement fraud scheme.

The criminals claimed to have access to account numbers and the ability to submit a large batch settlement upload to occur over a weekend. Visa does not have any information as to when the

fraudulent settlement activity may occur. The criminals claim to have access to a merchant account placed with a bank in Eastern Europe.

Upon receipt of this notification from the third-party, Visa immediately implemented monitoring of large settlement activity for banks located in Eastern Europe. To date, Visa has not seen abnormal or large settlement activity. Visa is continuing to monitor and will alert any affected Visa clients of abnormal activity, if necessary.

Although the source of the information is reliable, the information that Visa has received coming forward so far is limited. Visa suspects that this scheme may be linked to a consortium of online merchants that have been trying to secure processing arrangements after being shut down at several acquirers across many geographies.

Risk Mitigation Strategy

To minimize the possibility of fraudulent settlement activity, Visa clients should, at a minimum, consider taking the following actions:

Implement monitoring for large or unusual settlement activity

Conduct monitoring daily, especially over weekends and long holidays

Review settlement and chargeback activity for high risk merchants and agents

Summary

In the event that Visa clients detect this type of fraudulent activity, immediate action must be taken to investigate, limit the exposure of cardholder data, notify Visa, report investigation findings, and inform your local FBI office or local law enforcement.

To notify Visa, please contact the appropriate regional office:

U.S.: (650) 432-2978 or usfraudcontrol@visa.com

Canada: (416) 860-3090 or canadaInvestigations@visa.com

Discover® U.S. Spending Monitor Jumps 5.5 Points in April

Younger Consumers Lead Rebound in Confidence, Discretionary Spending Intentions Climb for Third Straight Month
RIVERWOODS, Ill.--(BUSINESS WIRE)--Consumer confidence rebounded in April, fueled by a distinct change of heart among 18- to 39-year-olds about the state of the U.S. economy, according to the Discover U.S. Spending Monitor.
“Consumers, especially those below the age of 40, are feeling better about the economy and less pessimistic about their finances”
The Monitor – a poll of 8,200 consumers that tracks consumer confidence and spending intentions on a daily basis – jumped 5.5 points in April to 91.5 (based out of 100), the highest the Monitor’s index has been since November 2007. Overall, 34 percent, the most ever, believe economic conditions are improving.
Confidence Climbs Among 18-to 39-Year-Olds
Forty-five percent of younger consumers rated the economy as poor, a decline of 13 points from the previous month. By comparison, older consumers who rated the economy as poor declined only three points. Other indicators:
  • The number of younger consumers who felt economic conditions were worsening declined 9 points to 40 percent.

  • Younger consumers showed the most improvement in terms of anticipated income shortfall: 40 percent said they expected an income shortfall in the month ahead, a 3-point decline from March.

  • Those consumers ages 18 to 39 who felt their personal finances were getting worse declined 6 points from the previous month to 40 percent.

  • 26 percent felt their finances were getting better in April, which tracked higher than the average of 23 percent.

“Consumers, especially those below the age of 40, are feeling better about the economy and less pessimistic about their finances,” said Julie Loeger, senior vice president of brand and product management for Discover. “Hopefully, the growing economic and financial confidence of younger consumers continues, and ultimately helps improve the confidence among all Americans.”
Plans to Increase Discretionary Spending Rises for Third Straight Month, but Overall Spending Remains Flat
The more optimistic economic and financial attitudes were coupled with a continuing positive trend toward discretionary spending intent. For the third straight month, the Monitor reported an increase in the number of consumers planning to spend more on discretionary purchases, while an unchanged 57 percent of consumers are planning to keep their overall spending flat in the month ahead.
Overall, 11 percent of consumers said they would spend more on discretionary items, hitting double-digits for only the third time in 12 months. In April, consumers said they planned to increase spending in the following categories:
  • Home remodeling or new appliances (increased from 14 percent to 18 percent)

  • Vacations or furthering their education (increased from 12 percent to 16 percent)

  • Sporting events, restaurants or hobbies (increased from 8 percent to 11 percent)

Fewer Consumers Rate the Economy as Poor, but Less Than Half Have Money Remaining After Paying Monthly Bills
Half of consumers rated the economy as poor in April, a 7-point decrease from March.
A Monitor-high 23 percent of consumers felt their finances were getting better in April, 2 points higher than March. Overall, 44 percent felt their finances were getting worse, a 4-point decline from the previous month.
Despite rising consumer confidence, for the 13th straight month, consumers with money left after paying monthly bills were in the minority. But of the 46 percent who had money left over, 82 percent expect to have the same or more money remaining than the previous month after paying monthly expenses.
After hitting 39 percent in March, there was a 2-point decline to 37 percent in the number of consumers expecting an income shortfall in the month ahead.
