Report Examines Recent Regulatory Changes and Their Effects in the Prepaid Value Chain
Boston, MA -- In new research, Rattling The Value Chain: The Effects of New Regulations on Open-Loop Prepaid Programs, Mercator reviews recent regulatory changes that have shaken up the open-loop prepaid industry. The new regulations have affected all the companies that work together to operate prepaid programs, and this report explores new issues they will face.
The goal of this report is to help prepaid card companies all along the value chain make sense of the new regulatory environment. As Mercator examined existing programs in light of the new regulations, common issues were uncovered as well as others that were specific to different companies involved and the features and functions offered by the programs.
To uncover how the industry can make sense of the new regulatory environment, the report starts with a review of three recent regulatory developments, and then discusses ways in which they might affect the different companies in the prepaid value chain.

Highlights of this report include:
The three recent regulatory actions have shifted the landscape for open-loop prepaid cards.
How these regulatory actions will change the way that the members of the prepaid value chain relate to one another.
The new costs, business model alterations, and restrictions that will come with implementing the rules of the Durbin Amendment.
New requirements, including more reporting and record keeping, resulting from the Financial Crimes Enforcement Network's (FinCEN) final rules.
Steps financial institutions must implement to comply with the OCC guidance.

"This past summer was a rough one for the prepaid industry in terms of regulations affecting open-loop prepaid. The closed-loop side of prepaid has faced its own regulatory troubles with the rules implementing the Credit Card Accountability Responsibility and Disclosure (CARD) Act of 2009. Now, it is open-loop card companies that need to take time with dense government regulatory documents to determine what to do next," says Ben Jackson, senior analyst of Mercator Advisory Group's Prepaid Advisory Service.

INSIDE Secure Innovation Adds NFC Functionality to Legacy Mobile Phones Using SIM Card

Breakthrough Technology Enables Small Antenna, High Performance NFC Solutions for Mobile Phones
CARTES & IDentification 2011
Booth 4L 022 in Hall 4
PARIS--()--INSIDE Secure today announced a major technology innovation that allows an NFC card emulation solution to fit into a standard SIM card form factor and still achieve industry-standard 4cm proximity transaction performance. The INSIDE technology innovation is able to achieve this groundbreaking performance even when operating from inside a mobile phone by significantly reducing the effects of the metals and electrical noise typically found within these devices.
“This breakthrough technology provides a means of bringing NFC services to markets that might otherwise not be immediately reachable through smart phone sales, such as in Brazil, India and African countries, or for any market with a large installed base of legacy mobile phones.”
The patented INSIDE core technology is part of an initiative that will allow the company to bring multiple new NFC products to market in 2012 and 2013, both directly and with key strategic partners. This core technology creates significant improvements over conventional NFC core technology, enabling 4cm or greater contactless read distance in a mobile device with an antenna footprint of less than 1cm2. A technology demonstration is being presented for the first time during the CARTES & IDentification 2011 conference and exhibition being held here this week.
“INSIDE Secure is again demonstrating its leadership in the NFC market by providing a core enabling technology that will enable multiple new end products in SIM and microSD form-factors for use in legacy mobile devices, accelerating the adoption of NFC card emulation use cases within the currently deployed mobile phone market,” said Charles Walton, chief operating officer at INSIDE Secure. “This breakthrough technology provides a means of bringing NFC services to markets that might otherwise not be immediately reachable through smart phone sales, such as in Brazil, India and African countries, or for any market with a large installed base of legacy mobile phones.”
For the demonstration, a standard SIM card containing the INSIDE core technology chip, a secure element and an antenna that measures a scant 5 x 10 mm will be inserted into the SIM slots of selected legacy phones from leading handset makers. These mobile devices will then be used to demonstrate NFC contactless transaction performance with a reader device. Despite the antenna’s diminutive size, the phones containing the INSIDE solution will able to communicate with contactless readers, just like standard ISO 14443 contactless smart cards used in U.S. contactless payment deployments.
While the demonstration at CARTES utilizes a SIM card, the INSIDE Secure core technology may be embedded into other form-factor devices and integrated with other mobile device components.
“Until now, no one has been able to place a complete NFC solution, including antenna, into a SIM card, insert it into a mobile phone and have it perform well,” said Bruno Charrat, chief innovation officer, at INSIDE Secure. “The patented INSIDE innovation enables the creation of new products with very small antennas, less than one square centimeter, making feasible the commercial introduction of NFC enablement products using the SIM form factor as well as other inserted or embedded solutions.”
The potential market for products based on the patented INSIDE core technology is substantial. Many market analysts believe the total number of mobile phones in use worldwide is fast approaching six billion.
Commercial products based on this INSIDE core technology are expected to be available in the latter part of 2012. INSIDE will be starting discussions with prospective product partners during CARTES this week, and will be extending a partnership program structure in the new year. As products based on this INSIDE technology are launched and used in feature phones and smartphones, developers will be able to create applications that provide an interactive exchange between the user and an NFC payment or other application.
INSIDE is demonstrating this NFC innovation in booth 4L 022 in Hall 4 of the Paris Nord Villepinte Exhibition Center during the CARTES & IDentification 2011 conference and exhibition.

Chase Paymentech Helps Protect Retailers against Online Payment Fraud

Launch of Safetech Fraud Tools in Europe Delivers New Option for Minimizing Lost Sales and Combating Fraud
DUBLIN--()--Chase Paymentech, a leading merchant acquirer and payment processor, today announced the launch of its Safetech SM Fraud Tools in Europe to help protect merchants from online payment fraud. Available to Chase Paymentech Europe customer-not-present (CNP) retail customers, Safetech Fraud Tools are designed to help online retailers retain legitimate sales while preventing fraudulent transactions.
“The greater the volume of sales you handle when your customer is not present at the point of sale, the greater you may be exposed to fraud. As your online business grows so will your appeal to fraudsters”
According to research recently conducted by Chase Paymentech, 62% of mid-sized and large companies that handle customer-not-present (CNP) payments lost money through fraudulent transactions during the past twelve months, costing each company an average of £1.2 million*. Despite the scale of online fraud however, only 12% of companies use a dedicated fraud management system to protect themselves and most companies surveyed still carry out manual checks on possible fraud activity.
“The greater the volume of sales you handle when your customer is not present at the point of sale, the greater you may be exposed to fraud. As your online business grows so will your appeal to fraudsters,” said Shane Fitzpatrick, managing director at Chase Paymentech Europe. “There is no magic solution to safeguard online merchants against the risk of fraud. Rather, merchants must develop an attitude towards risk and fraud based on their own business model and appetite towards risk. Merchants should seek expert advice to decide what tools are required to best mitigate their risk exposure. Safetech Fraud Tools provides merchants with innovative technology to help merchants fight the battle against on-line fraud.”
Safetech Fraud Tools are an innovate suite of security solutions designed specifically to combat fraud. The solution offers merchants a real-time and automated fraud screening service. Safetech Fraud Tools provide a fraud score with each payment transaction to indicate the level of risk associated with it. Safetech Fraud Tools also includes continuous transaction monitoring, a customisable rules engine and advanced fraud detection technologies.
Safetech Fraud Tools have been available in the United States since January 2011. Merchants that utilise Safetech Fraud Tools have seen chargebacks reduced by 30 to 50 percent. Some have achieved increases in their top-line revenues, while others have streamlined their fraud operations. One top Internet retailer using Safetech Fraud Tools has consolidated its fraud review program to a single full-time employee managing fraud on more than 25,000 orders per day.
“Chase Paymentech is wise to bring together these much needed solutions to their merchants,” said Carol Coye Benson, managing partner at Glenbrook Partners. “We now live in a world where managing risks associated with payment fraud is part of the daily routine for merchants everywhere. By closely integrating these tools with the payment processing work streams, the Safetech approach makes the process more efficient.”
How Does it Work?
Before a transaction is completed, Safetech Fraud Tools determine the location and device identification of the customer via custom scripts run on the retailer’s online payment page. Once the consumer completes the purchase, all data is sent to Chase Paymentech with the authorisation request. Chase Paymentech then sends the authorisation request to the payment brands and receives a response that includes approval or decline, as well as Address Verification Service response data. This data is routed through Chase Paymentech’s Risk Inquiry System for analysis, checked against custom rules implemented by the retailer, and a fraud score is calculated and returned with the authorisation response. The retailer then chooses to accept or decline the transaction.
Safetech Fraud Tools represent a powerful Software-as-a-Service (SaaS) based application, including multi-layer device fingerprinting, proxy piercing, dynamic order linking, dynamic risk scoring, custom rules management and auto-decisioning. These applications provide a unique solution that can dramatically enhance a merchant’s risk management performance. Safetech Fraud Tools can be used effectively regardless of currency and payment method, simplifying the cost and complexity of merchant’s global fraud management initiatives.

Chase Paymentech Launches 6th Annual Cyber Holiday Pulse Index

Data Provides Insight into Consumer Online Shopping Trends through the Holidays, including Black Friday and Cyber Monday; Online Sales Up 25% Year-over-Year
DALLAS--()--Chase Paymentech, a leading merchant acquirer and payment processor, today launched the sixth annual edition of the Cyber Holiday Pulse Index. The Pulse Index provides an inside look at consumer online shopping trends for the key shopping days Black Friday and Cyber Monday and throughout the holiday shopping season.
“Forrester expects to see 2011 U.S. online holiday sales grow 15% over 2010.”
The Index presents aggregated daily payment processing activity for 50 of the leading U.S. online retailers— measuring payment transactions, dollar volume and average ticket value— giving an almost real-time snapshot of year-over-year ecommerce growth. The data is taken directly from Chase Paymentech’s market leading processing platform and updated every business day.
With Black Friday and Cyber Monday nearly two weeks away, it appears that ecommerce shoppers are not waiting around. Pulse Index data for the first two weeks of November is showing strong year-over-year growth, with online sales up over 25 percent. Average ticket value, however, appears to be continuing a downward trend for the fourth straight year, currently down over 9 percent. 2011 has been a good year so far for online retailers, and the Pulse Index will track if they can sustain or even improve that momentum in the next several weeks.
By analyzing the actual payment activity for 50 top ecommerce retailers, the Pulse Index is a valuable tool for spotting several key online shopping trends. For example, the index has demonstrated a trend toward smaller average ticket values over the past few years. While it’s clear that the recession drove that trend for a couple of seasons, last year the data was able to link smaller tickets to the growing demand for digital media such as music and, more recently, ebooks.
Will Online Holiday Shopping Live Up to Expectations in 2011?
2011 has been a banner year for ecommerce so far. The U.S. Department of Commerce estimated that online sales grew by over 17% in the first half of the year. As ecommerce continues to grow in importance as a retail channel, its significance during the critical holiday shopping season has also been steadily rising.
“Our Pulse data shows that many ecommerce merchants realize as much as 30-40% of annualized sales volumes during the last two months of the year," said Mike Duffy, president of Chase Paymentech. "With increased promotional activity, expanded markets for digital products, and the potential of mobile shopping, 2011 promises to be the most exciting holiday online shopping season yet. The Pulse Index will help ecommerce businesses monitor the health of the market throughout the season."
Sucharita Mulpuru, Vice President and Principal Analyst at Forrester Research, added “Online sales growth continues to rise by strong double digits as the drivers of adoption and wallet shift remain the same: convenience, price, selection, and overall value." As a result, "Forrester expects to see 2011 U.S. online holiday sales grow 15% over 2010."
Black Friday, Cyber Monday, and Beyond
Pulse Index data has also shown that Cyber Monday is not a myth – it has been the single largest shopping day of the year in recent years, but only by a slight margin. While Cyber Monday is important, the Pulse data has consistently demonstrated that online shopping activity continues to be very strong over the weeks that follow, and that merchants should be planning for near peak levels of demand throughout the season.
The Pulse Index also identified a trend indicating that more consumers are shopping earlier in the holiday season, even before Black Friday and Cyber Monday. Black Friday has been a brick and mortar phenomenon for years, but ecommerce may be changing the rules, allowing consumers to take advantage of deals before the stores open.
